Chief Commissaire Communique #1 December 20008

Welcome to the 2009 Elite/U23 Road Cycling Champs. On behalf of all officials and riders, I would like to thank Don Buchanan and the team from Te Awamutu Sports Cycling Club for the many months of hard work they have put in to enable this event to be held.

The Commissaire team is appointed by the Cycling New Zealand Technical Panel. Our role is to ensure that the UCI and CNZ Federation racing rules are respected and that every competitor has a fair and equal chance to deliver their best performance on the day. We look forward to working with team managers, supporters, event management and officials to make these championships successful.

Some general rules and procedures that team managers and competitors should be aware of before arriving at the event are listed below:

1. Managers Meetings

Your Centre team manager (or representative) must attend these meetings. All announcements regarding the racing will be given, along with any amendments to the programme or procedures. The meetings are at the Te Awamutu Sports Velodrome, Armstrong Ave.

Friday 9th January 10am for Time Trial

Road Race to be after the Time Trial medal ceremony

2. Entries

Entries have closed for the championships.

3. Licences

3.1 Riders are to ensure they arrive at the meeting with a valid licence, or if it is still being  processed, with a form of photographic identification (eg, drivers licence).

3.2. Managers must confirm that their riders are licenced at the time entries are submitted (include the licence number and UCI code). Manager responsible for verifying the entry details are correct. All riders and team officials, (including team managers, drivers and mechanics) must hold a current licence.

3.3. Managers will NOT be required to collect and present licences, but as noted in 3.1 riders and team officials must have their licences available throughout the event.

3.4 Any medical certificates are to be presented with the licence.

3.5 If any rider is scratched after the closing dates for entries, the team manager is to supply a

written explanation and/or medical certificate to the Commissaires Panel.

4. Rules

Racing will be conducted under the appropriate Cycling New Zealand and UCI Regulations.

Note that as all events take place on open roads, it is a condition of racing that New Zealand traffic regulations are adhered to. It is also mandatory that helmets are worn at any time a rider is on their bike. Riders must keep left and where marked, must ride to the left of the centre line at all times.

5. Equipment

5.1 Bicycles with fixed wheel are permitted in the Individual Time Trial only, but must be fitted with

two independently operating brakes (one front, one rear).

5.2 Helmets must be compliant with appropriate NZ Standards for use on open roads, including

those used in the Individual Time Trial.

5.3 All riders will be required to attach timing transponders to their bikes, to enable the electronic   timing to operate. These will be provided.

6. Riders Apparel

Riders must only wear their approved Centre jerseys and shorts. Shorts may only display that sponsorship detailed on the rider’s racing licence. Members of a UCI international trade team or registered NZ domestic trade team are permitted to wear their approved team strip. A start may be refused for any incorrectly attired rider. If you have any queries over this matter, please contact the Chief Commissaire prior to traveling to Te Awamutu, to avoid any disappointment on the day.

7. Time Trial

7.1 Race Numbers – One required, centrally placed on the lower back.

7.2 Start Times – Riders are to present to the start with their bicycle at least 5 minutes prior to their start time for technical checks. Any rider leaving leaving this area will be rechecked prior to their start.

7.3 Riders will be held in the start box but not restrained. Accordingly, riders who break the start   will be awarded a time penalty.

7.4 Support – Each team will be permitted to support ONE rider only. The team manager must

notify the Chief Commissaire of this rider prior to the start of the event. The team vehicle must be appropriately identified and contain at least two occupants.

7.5 A sag-wagon will pick up other riders who abandon the event. With the exception of the nominated rider support, managers and supporters are not to follow riders. Sanctions may be imposed if non-authorised team or supporters vehicles are seen on the course.

7.5 Only cyclists who are in competition are to be on the time trial course. Warm ups are not

      permitted on the course.

8 Road Races

8.1 Race Numbers: Two numbers must be worn on the jersey, one on the lower pocket area, the other on the left flank. Frame numbers are to be affixed either in the front section under the top tube or behind the seat post. Numbers are not to be altered or folded in any way.

8.2 Team Support: Each team (centre and registered NZ domestic trade team) will be permitted one vehicle no higher than 1.6m in the race convoy. A draw will be conducted for convoy position for each race, and the Commissaires Panel may exercise discretion in final placement of vehicles.

8.3 Neutral service vehicles will be provided. Wheels will be required from teams to support the races. Please identify your wheels with the riders’ number on cardboard and give these to the neutral wheel vans well before the race. Officials will aim to get the correct wheel to a rider, but no guarantee can be given. Priority for service will be to those riders in medal contention. In all cases, whether team or neutral support is servicing, service will be on the left side of the road only and riders must be stationary.

8.4 Only cyclists who are in competition are to be on the race circuit. Supporters and any unauthorized vehicles are not to follow riders or interfere with the official race convoy.

8.5 Feeding – One feeding zone will be provided on the course. Feeding is from the left side of the road only. Feeding will also be permitted from team vehicles, under direction from the race commissaries. Normal protocols for vehicle movements in the convoy apply – the permission of the chief commissaire is to be requested before moving forward. Note that the term “feeding” includes the supply of additional drink bottles.

86   Communications: Riders are permitted to use communication systems with their teams. For team vehicles, radios will be provided to allow contact with race officials in the convoy, but if you do have handheld radios, please bring them with you.

9 Withdrawls

Any rider withdrawing from a race must remove their race numbers and hand them to a commissaire as soon as possible. It is important that you advise finish line officials if you do withdraw.

10 Protests

Any protests are to be made to the President of the Commissaires Panel (PCP) as soon as possible after the event. Only a team manager is permitted to protest and must do so in a courteous and professional matter. Any decision of the Commissaires Panel is final, there are no appeals.

11 Medal Ceremony Protocol

11.1 All riders shall, in accordance with their placing, participate in official ceremonies.

11.2 Riders must wear their official racing attire.

11.3 No sunglasses or caps etc to be worn on the podium.

11.4 Medal winners are required to wear their medals around their necks until they have moved      away from the podium area.

12 General

Parts of the circuits are on narrow roads, so it is essential that vehicle traffic is kept to an absolute minimum. If you do head to a viewing position on the circuit, ensure that you head out before racing commences and make sure your vehicles are parked well clear of the carriageway. The organizers will be providing information on where to best view the race, please avail yourself of that information.

We do also ask that whether you are racing, training or just riding back to accommodation, that you show other road users courtesy, adhere to all road rules and respect the environment.

If you have any questions about the championships or the procedures/rules we will be following, I would encourage you to contact the Race Manager or myself well prior to your arrival in Te Awamutu.
